How to record from a webcam on a Testimonial Campaign

The option to record a testimonial from webcam is NOT available on the Testimonial Campaign page. How can I add it?

About recording videos from your desktop in Testimonial/Video Contest Campaigns, apparently, this feature shows up only when Flash is enabled.

Some browsers have it turned on already.
